Captain Palgrave is the Imperial pirate captain of the pirate ship The Shady Serpent, which is anchored offshore in Anvil Bay.
Palgrave never leaves his ship. He sleeps in his cabin from midnight to 6am and spends the rest of his time on deck, overseeing his crew. During the Rangers Guild quest A Growing Guild Expands, he tries to defend it from destruction. It is not possible to meet Captain Palgrave at any other time.
Palgrave wears a buckled vest, woven greaves, and woven boots, along with a random piece of jewelry, and is armed with Redwave. He carries a levelled amount of gold and the key to his cabin on board The Shady Serpent.
