This category lists empty pages that have been created as placeholders for NPCs in the Elder Scrolls Online namespace.

Most of these articles were created based on pre-release content and data extracted from the game files. These pages need to be filled with basic information, such as a description and introductory paragraph, at which point they can be upgraded from empty pages to stubs, by replacing {{Minimal|NPC}} with {{Stub|NPC}}, or removing the Minimal template altogether if a Stub tag is already present.
