never leaves?

Many days after I arranged New-Shoes' release I was curious to see if he had disappeared, but he was, in fact, still in the prison. I can't remember if it was me that left the cell door ajar but he was still in the cell.

Is this normal? I tend to expect characters that outlive their purpose get Disabled, especially if there are no clues as to having a place to go in the story's context.

 : * New-Shoes disappears from game after finishing this quest. If you didn't speak with him before returning to Habasi, shoes are not rewarded.
