Chief Vandral Lerys is one of the leaders of the Dunmer Slavers. He can be found in Collapsed Mine, guarding a large pen of Argonian slaves.

Vandral wears an eboron cuirass and boots, worn leather gauntlets, a magical ring and a random heavy helmet, greaves, and shield. He is armed with a random blunt weapon and carries a random set of lower-class clothing, several healing potions, two random pieces of jewelry, a key to the slave cages, a tobacco leaf, and three radishes.

If you side with the slavers during the Slavers and Smugglers quest, he will also offer services; he buys and sells anything except spells, has 1500 barter gold, and a Mercantile skill of 49. He's available between 7pm and 6am, every day.
