The Falmer (originally Snow Elves, and now called "snow ghosts", "bogles," "riekr-kin," or "clatter-coats" by ill-informed Nords) are a blind, pale-skinned subterranean race of elves. Once the rulers of Mereth (modern-day Skyrim), the Snow Elves were slaughtered by the Nords following their arrival from Atmora and enslaved and blinded by the Dwemer following the alliance the made with them.
Centuries of living underground has resulted in their goblin-like appearance, and their continued existence is believed by most surface dwellers to be nothing but myth. Most Falmer are encountered in Blackreach along with their tamed chaurus livestock. They wear Chitinous arms and armor.

- Falmer were originally intended to inhabit Cragwallow Cave in Eastmarch and play a part in the related quest, but were replaced by Rieklings later on.
- In 2013, in response to an Ask Us Anything question about Snow Elves, the developers stated "In the Second Era, the Snow Elves are a near-forgotten legend, and the fact that they've degenerated underground into the feral Falmer of Skyrim is a deep secret. But secrets can be discovered, and the Falmer may make a future appearance in ESO.".
