Gonfalon Bay Outlaws Refuge

Gonfalon Bay Outlaws Refuge is an outlaws refuge beneath Gonfalon Bay. The refuge has two entrances, one outside the walls of Gonfalon Bay and one within them. The interior entrance is found beneath southern docks of High Isle, northwest to the Gonfalon Gaming Hall. The other entrance is similarly under the docks outside of the walls on the western side of the city. There is a small opening in the dock where you can drop down to reach the entrance, or you can swim through a small tunnel to reach it.

Interior

The main section of the refuge is separated further from the city by tunnels at both of its entrances. Numerous stores occupy the still-standing rooms and alcoves of the primary ruin chamber. Halz can be found holding his chest outside of the stores. Quen and Remains-Silent can also be found outside of the stores. Quinton Adrognese can be located examining the crypts in an entrance tunnel. The coral crab Rudeclaw lives down here.

The Deep Vaults

The Deep Vaults is a relatively well-lit and open room acting as a bank. Tralarmin runs the vault.

Discretion's Promise

Discretion's Promise is ran by the fence Umbozag. The shop has an open layout with stolen loot stored throughout the area. Unwyanque can be found perusing the valuables.

Legitimate Means

Legitimate Means is a guild trader shop ran by Janne Jonnicent located on the lower level of the refuge. You can find Janne standing behind a desk, reading a few levitating books. Petrille Bandas passes by the store every now and then.

Seadrift Stocks

Seadrift Stocks is a small shop located on the lower level of the main chamber. Sharzhod runs the store from a desk near the entrance, with the majority of the space dominated by storage. You can find Peacemaker and Orgugbekh lurking in the dark storage area.

Reclaimed Treasures

Reclaimed Treasures is a business ran by the fence Darvill Dutil in an alcove. This black market business consists of a few shelves flanking a service desk. A monkey named Vulture can be found on the counter.
