Mother Murk, leader of the Hag Fen Coven

To stop the hags, I need to defeat the coven's leader, Mother Murk. Otherwise, other refugees will be in danger.

Quick Walkthrough

1. Talk to Sibellec the Old.
2. Siphon power from four Hags.
3. Find and kill Mother Murk.

Detailed Walkthrough

Talk to Sibellec, in a camp northwest of the Hag Fen Wayshrine. She will give you Sibellec's Charm to help you defeat Mother Murk.

First, you will have to charge the charm's power by using it on 4 hag corpses. Hags can be found in the area west of Sibellec's camp.

Once the charm is fully charged, follow the quest marker to find Mother Murk north of the eastern Hag Fen Wayshrine.

As Sibellec explains, use the charm when she is about to cast the spell draining your health:

"Mother Murk uses dark magic. She will drain your life to restore her own vitality.
The charm, once empowered, will reflect her magic back upon her. But you must use it at the correct time or it won't be of much help."

Once Mother Murk is dead, return to Sibellec to complete the quest and receive your reward.
