Noebelle Jodoine

Noebelle Jodoine is a Breton businesswoman from Wayrest who occupies the High Rock Mission in the Ebon Tower, Old Ebonheart. As she puts it, she is "presently unwelcome at the court of Queen Elysana", Wayrest's ruler, and so is permitted to reside at the mission by Elysana's rival, Helseth, King of Morrowind.

• Prior to the 23.10 release in late 2023, Noebelle was secretly a spy for Elysana, and would greatly reward a player who managed to bring about Helseth's death.
